What is a Comprehensive Plan?
A Comprehensive Plan expresses a community’s long-term vision for the future through the establishment of goals and policies regarding land use and development. It also acts as a base for capital improvement planning, and a foundation for community actions and regulations.



Why do communities need a Comprehensive Plan?
The State of Maine’s Growth Management Act (30-A M.R.S.A., Chapter 187, Subchapter 2) requires communities to have a comprehensive plan consistent with the Act’s goals and guidelines. Without a plan, a town may be deprioritized or ineligible for grant funding. Their impact fees and ordinances may also become vulnerable to legal challenges.
Who is working on Harrison’s Comprehensive Plan?
The Harrison Comprehensive Plan Committee has been tasked with guiding the town's comprehensive planning process.

The Town of Harrison has also hired the Greater Portland Council of Governments (GPCOG) as a consultant on the 2027 Harrison Comprehensive Plan.
​
Together, the Harrison Comprehensive Plan Committee and GPCOG will engage Harrison's residents, workers, entrepreneurs, and property owners to produce a plan that accurately reflects the community's hopes for the future.
